Reporting
Crime
The
policies and procedures employed by the University
with regard to safety are designed to prevent and
deter criminal activities and respond in the best
and most efficient manner when crime does occur.
The primary
telephone number to contact the University Police
Department is (919) 530-6106. All
members of the University Community should take an
active role in reporting criminal activities or emergencies
occurring on campus. The telephone number to reach
the University Police is printed in the Eagle Eye
Student Handbook, the University Catalog, the University
Directory and the Guide to On-Campus Living. In addition,
there are twenty-six emergency call boxes located
throughout the campus, which can be activated by the
push of a button. The call boxes are linked directly
to the University Police Department Telecommunications
Center. We also have a Telecommunication Device for
the Deaf (TDD) which can be reached at (919) 530-5396.
The University Operator can be reached at (919) 530-6100.
Durham City Police, Fire or Ambulance Services
during emergencies may be reached at 911.

Responding
to Crime Reports
The
University Police Department’s Patrol Division responds
to calls for service 24-hrs per day 7-days per week
dispatched from the Communications Center. Officers
responding to calls are initially responsible for
ensuring the safety and security of individuals, the
crime scene, and any property. Officers conduct interviews
of victims and witnesses. Any subsequent report
is filed and if further investigation is necessary,
the report is forwarded to the Criminal Investigations
Section.
Police
Incident Reports and the crime information log are
available from the University Police Department’s
Offices. Reports are also made available to other
University Departments under certain circumstances,
where there are concurrent responsibilities for University
students, staff, and/or property.
In
October 1994, the NCCU University Police Department
implemented the Campus Appearance Ticket (CAT) Program.
The Campus Appearance Ticket (CAT) is issued when
a student violates a University rule or regulation
and is referred to the Dean of Students for disciplinary
actions. The student receives a copy of the CAT
from the officer issuing the ticket and a copy is
also forwarded to the Dean’s Office. The CAT serves
a number of purposes when citing students including
informing the accused student when and where to report
to the Dean’s Office. This process documents the incident
and immediately initiates the judicial process. Specific
information on the Departmental policies and procedures
implemented by the Chief of Police are outlined in
the Police General Orders Manual.

Procedures
for Campus Facilities Use
The
Facilities Use Office may be reached by telephone
at (919) 530-7071. Approval must be obtained
from the Facilities Use Coordinator, the University
Police Coordinator, and the Ticket Office Coordinator
on the request for use of a campus facility form.
The form must be submitted not less than 10 working
days before the scheduled event.
Only
current, bona fide officers or advisors of a group
or organization (Administrative/Academic Unit; Registered
Student Organization; or Community Non-Profit) may
request use of facilities. Student organizations
must be registered in the Student Activities Office.
Advisors are required to co-sign applications for
registered student organizations. With limited exceptions,
events must end by 11:00 p.m. Sundays through Thursdays
and by 2:00 a.m. on Fridays and Saturdays. Established
occupancy levels must be observed at all times. The
advisor or representative of the group using a facility
must report all damages to a facility and/or injuries
to an event’s participant to the University Police
Department.

Policies
Regarding Alcohol Use
NCCU’s
policy is formulated in accordance with state and
local laws regulating the sale, possession, and consumption
of alcoholic beverages. The “Policy on Alcoholic Beverages”
states: “NCCU prohibits the sale, possession, or consumption
of alcoholic beverages on campus. This includes residence
halls, student union, athletic events, or at any activity
sponsored by a student organization on or off campus.”
Anyone found guilty of violating this policy faces
University disciplinary actions. The full text of
the policy may be found in the Eagle-Eye Student Handbook,
pg. 103-113.

Policy
Regarding Drugs
The
University policy on illegal drugs approved by the
Chancellor and the Board of Trustees defines drug-related
problems and contains explicit penalties for offenses
related to possession and trafficking in illegal drugs.
All members of the University community (students,
faculty, staff, ad administrators) are responsible
for complying with the provisions of the North Carolina
General Statutes in Chapter 90, which makes it a crime
to “posses, sell, deliver, or manufacture those drugs
designated collectively as controlled substances.”

Faculty Handbook, the General Catalog, the Academic
Administrators Handbook, the Student Handbook, and
the Human Resources Policies and Procedures Manual.
The aforementioned policy includes reference to required
dissemination, counseling and rehabilitation, penalties,
and the appeals processes.

Preventing
and Reporting Sexual Assaults
The
purpose of the Violence Prevention Plan is to provide
a safe working and academic environment by identifying
and responding to violence and threats of violence
effectively, to include sexual assaults.
If
a sexual assault does occur, the procedure for victims
is as follows:

Try not to panic and
try to remain calm.
-
Go to a safe place.
-
Get help by calling
the police and a friend or family member for support.
-
Preserve
all physical evidence
-
Do
not
shower, bathe, or douche.
-
Save
the
clothing you were wearing.
-
Do
not
destroy anything in and around the crime scene
-
Go to the hospital
emergency room for medical care and evidence collection.
Victims
have the right to have their name withheld from public
disclosure. Victims may request changes in their class
schedule or campus living environment by letter to
the appropriate Vice Chancellor. Academic – Letter
to Vice Chancellor for Academic Affairs; Residence
Hall – Letter to Vice Chancellor for Student Affairs.
The
University Police Department is a member of the Sexual
Assault Response Team and has a specially trained
Investigator and officer to investigate all incidents
of sexual assault. Actions of a disciplinary
nature may be instituted against any student or employee
who has been implicated in a sexual assault. The University
Police Department reserves the right to arrest any
suspect(s). Persons found guilty of sexual assault
will be appropriately disciplined. University sanctions
may include counseling, therapy, suspension, and expulsion
from the University or termination of employment.
