On January 31, 2008, Governor Mike Easley appointed Donnie Hoover to the 26th District Court bench in Mecklenburg County. Hoover takes the seat created by the North Carolina General Assembly in 2007.
Donnie Hoover began his legal career as a trial attorney with the U.S. Department of Justice and served as an Assistant Branch Director for Commercial Litigation until 1983. Since that time, he has been engaged in the private practice of law handling both criminal and civil cases. Hoover is a member of the North Carolina Academy of Trial Lawyers, the Mecklenburg County Bar Association and the John S. Leary Bar Association.
Hoover received his undergraduate degree from the University of North Carolina at Chapel Hill in 1971 and his law degree from North Carolina Central University School of Law in 1974. |

On January 31, 2008, Governor Mike Easley appointed Kimberly “Michelle” Fletcher to the District Court seat in the 18th Judicial District in Guilford County. Fletcher takes the District Court seat created by the North Carolina General Assembly in 2007.
Fletcher began her career with the Guilford County Office of the District Attorney in 1997 as an assistant district attorney prosecuting criminal and traffic cases. Currently she serves as the Felony Screener and Drug Court Assistant District Attorney. Fletcher also serves as a board member of the Alcohol and Drug Services and the Summit House in Greensboro.
Fletcher received her undergraduate degree from UNC at Greensboro in 1990 and her law degree from North Carolina Central University School of Law in 1995. |

On January 31, 2008, Governor Mike Easley appointed Camille Banks-Payne to the 21st Judicial District Court bench in Forsyth County. The District Court seat was created by the North Carolina General Assembly in 2007.
Since 2003, Banks-Payne has practiced in the Forsyth County Public Defender’s Office with experience in both District and Superior courts. Prior to joining the public defender’s office, Banks-Payne was engaged in the private practice of law with a concentration in District Court matters. Banks-Payne served as secretary for the Winston-Salem Bar Association and was the co-chairperson for the Public Defender’s Fall Conference in 2004. She also previously served as a guardian ad litem.
Banks-Payne received her undergraduate degree from N.C. A & T State University in Greensboro in 1998 and her law degree from North Carolina Central University School of Law in 2001. |
